The fundation eforum.no is a network organisation connecting players who have an electronic business interest. The purpose of eforum is to pass on genuine information and knowledge as well as to influence framework terms and conditions. The spread of knowledge is influenced by player variation and the quality and quantity of members. eforum experiences an increasing demand from companies and organisations situated outside the Oslo region. To improve the service to these while enhancing the value of the network to existing participants, eforum is now building an e-network: A geographical network of e-nodes. The organisation of the national e-network is aimed to leverage eforums infrastructure, competence and administration, while enhancing activities and offers that require a local presence or knowledge of the local business environment.

Dynamic Workflow Models for Public e-Administration

When several institutions are involved in a bureaucratic procedure, the associated workflow usually results from integrating procedural building blocks that are defined by laws currently in force: each block defines actors, actions and document flows, which must be included in the global paperwork if specific conditions apply. Thus, even before getting tools to manage workflow and to distribute it among subjects over a network, public administration can expect a valid contribution from information technology in modelling meta-procedures, as processes that select and assemble procedures. The effectiveness of results depends on how extensively a wealth of administrative knowledge - often dispersed across different practices and personal experiences - can be implemented into flexible information structures. To this end, special approaches have been tested in describing and classifying the available procedural information: as a result, a standard compliant workflow management system has been designed, which allows to configure a smart interactive procedure builder. A prototype has been validated in various EU countries, that provides enough flexibility in configuration and usage to support operations of public one-stop shops.

Extended Network to Eastern Regions Involving Government Authorities Industries and Academia (ENERGIA)

The ENERGIA project has for objective to develop an International Co-operation Network between the European Union and eastern Europe through promoting and disseminating electronic commerce applications, and through preparing the conditions for a better convergence of views, infrastructures and practices. ENERGIA seeks to stimulate international co-operation in order to bridge the gap between EC and CEEC actors at all levels from the political, the industrial, the technical, the professional to the academic. The starting point of the project is a network formed with five east European countries (Bulgaria, Georgia, Poland, Romania and Russia) and five countries from the European Union (Belgium, France, Germany, Greece and Italy). The project aims to reveal in a first phase, eastern priorities in terms of the deployment of new technologies in both emergent and traditional sectors. In a second phase, the project expects to launch a series of co-operative projects according to these priorities.

eNorway: The Nordic Welfare Model as an Alternative in the Digital Economy

This paper will discuss the importance of focusing on the individual in emerging digital economies and how a welfare model is essential to ensure an information society for all. All over Europe, countries compete in setting the aim of reaching an information Society for all. This paper will discuss the necessary prerequisites that must be taken care of to reach this goal: Access - knowledge - confidence. In addition this paper will present the Norwegian Government's 'tool' to create a knowledge-based society, eNorway.

A New Portal on Telework in the Italian Public Sector

The Italian Department of Public Function and the FOFLMEZ have prepared a new portal on telework, targeted to public managers willing to introduce this working method in their institution. The portal is divided into three general sections: information, communication and training. The information section is based on an experiences database deriving its content from an ongoing monitoring activity of all the Italian Public Sector telework initiatives. The communication section has been put together to promote internal know-how transfer. Several forums on specific topics will be organised and animated by public managers who have already tested telework in their organisation. The training section has been organised in order to provide, through a mix of traditional and distance learning, technical and practical contents deriving from experts analysis and from the experiences contained in the information section database.

The Production and Communication of Technological Knowledge at Regional Level: The European Evidence

This paper relies upon empirical evidence gathered in 12 European core regions within the research activity of the project 'Digital Economy: Policy Exchange and Development for SME', funded under the EU IST programme. It focuses on conditions enhancing the generation of technological knowledge within local economic systems. Technological knowledge emerges as a collective good in that its production is the result of a process that combines pieces of scientific and idiosyncratic knowledge, which are owned by a variety of economic agents, in turn pointing up the role of communication processes in accessing, accumulating and recombining such complementary knowledge bases. Implications for knowledge-enhancing and ICT-oriented innovation policy are raised.

E-Business in Emerging Economies: A Comparison of Turkish and Romanian Multimedia Companies

The emerging economies have participated, albeit less than advanced market economies, in the new electronic modes of conducting business. This paper draws on a study of the multimedia industry which focuses on two developed (Canada and England) and two emerging economies (Turkey and Romania). Issues include: the nature of work (both process and outputs); employee characteristics; skills shortages; and organisational success factors. This paper addresses issues relating to work organisation in e-businesses in Turkey and Romania. Based upon the experiences of 21 Turkish and 20 Romanian companies, the former emphasise technical skills more regarding the skills needed by individuals to be successful, skills in demand and skills shortages in the industry but Turkish companies are readier also to emphasise creativity, business and interpersonal skills. Companies in both countries attributed their success largely to technical competence and business acumen but again Turkish companies also stressed the importance of creativity.

Towards a European Information Architecture for Public Administration: The InfoCITIZEN Project

The IST 28759 Project InfoCITIZEN aims at establishing a common Enterprise Architecture among the participating EU countries in representative Public Administration (henceforth: PA) segments. A pilot system will be built based on emerging technologies (e. g. mobile agents, middleware, XML) and will be deployed as a distributed, Internet-based information system that supports the above for all actors involved (citizens, administrations, private sector). To achieve this, InfoCITIZEN employs concepts from the fields of public administration, enterprise architectures and application integration, generic process and data modelling and metadata standards in order to classify and organise information regarding a citizen/business oriented process in all participating countries.

Benchmarking of e Governmental Strategies

eGovermnent has been deployed around the world rapidly during the last years. This means that Govermnents will offer public on-line services to the citizen and enterprises. Most Governments in the OECD-countries have taken initiatives for implementing Government on line. What are the strategies behind all this political initiatives? The strategies may be analysed from three dimensions:

  • Technical strategies (Internet, mobile internet, security etc)
  • Political, social and economic aims and aspects
  • Constitutional, legal and organisational conditions influence e Government solution

The objectives of this study are to find the critical success factors and external determinants in eGovernment. The goal is also to formulate advises in order to improve the strategies and implementations of eGovernment.
